What CAELOMERE is.
CAELOMERE is a platform for organisations that need to be sure about what their AI and automation are doing.
In many organisations today, AI systems and automated tools are making, or helping to make, decisions that matter. Those decisions can affect safety, cost, compliance, or people. In regulated and high consequence environments, it is not enough to know that the decision was made. You also need to know: who or what was allowed to make it, what policy it was checked against, what actually happened, and how you can prove it.
CAELOMERE provides the layer that makes those four things possible. It sits between your organisation and the work being done, and it enforces four properties on every consequential action: it is authorised, it is checked against policy, it is controlled, and it is recorded.
CAELOMERE is not a chatbot, a general AI assistant, or a piece of software that automates your business. It is the control layer that lets you use AI and automation safely in environments where getting it wrong is not an option.

The journey is the same every time. Nothing is skipped, and nothing is left to convention.
You bring a problem
You describe a real business problem in ordinary language, a safety action that needs to happen, a maintenance task that needs sign off, an exception that needs resolving, a piece of AI assisted work that needs to be governed. You do not need to structure it or specify what the platform should do.
CAELOMERE structures it
The platform interprets what you asked for, determines the work required, and sets the governed route that work must take. This is where FORGE does its job.
Your authority is verified
Before anything is done, the platform checks that whoever, or whatever, is asking is actually entitled to ask. This is Passport's job.
Policy is checked
The platform checks whether the requested action is allowed, under what conditions, and whether it needs a human to approve. This is Guardian's job.
The work happens (or doesn't)
If Guardian allows it, the work proceeds under the stated conditions. If Guardian denies it, or requires human approval, the work either stops or pauses until a decision is made.
Everything is recorded
Throughout the journey, the state of the work is visible in real time, and every step is preserved as a durable record. This is Sentinel and VAULT's job.
You get the answer, and the proof
At the end, you receive the outcome, the route the work took, and the durable evidence behind it. This comes back through FORGE, the same system that started the journey.
You can prove what happened
The record is available to you, your auditors, your board, and any regulator who needs to see it. It is not a summary. It is the full governed route.
What each system does.
In plain English, without jargon.
FORGE, the front door
FORGE is where your problem enters the platform, and where the outcome comes back to you. It reads what you asked for, works out what needs to happen, and coordinates the governed route through the rest of the platform. It is the start and the end of every journey.
Passport, the authority check
Passport answers the question: "is this person, service or system actually allowed to do this?" It is not simply a login system. It holds the standing record of what each actor is entitled to do, in what context, for how long, and it checks that the entitlement is current before anything else happens.
Guardian, the decision point
Guardian decides whether the requested action is allowed to proceed. It checks authority, policy, risk and any required controls, and returns one of four answers: yes; yes, but with limits; not without a human sign off; or no. Nothing consequential happens without Guardian's decision.
Sentinel, the live view
Sentinel shows what is happening right now. For every item of governed work, it displays the current state, running, waiting, approved, blocked, completed, along with who acted, under what authority, what was decided, and what happened next. It is not a log file. It is a live operational view.
VAULT, the permanent record
VAULT preserves the durable evidence behind every consequential action. It keeps the governed data, the provenance, the decisions and the outcomes in a form that can be relied on years later, by you, your auditors, your board, or a regulator. It is the record you can point to when someone asks "prove it."
One governed platform
These five systems are not five products you buy separately. They are one platform. FORGE starts and ends the journey. Passport checks authority. Guardian decides. Sentinel shows what is happening. VAULT keeps the record. Every consequential action passes through all of them.
What happens when authority is missing, or an action is blocked.
The platform handles the difficult cases as clearly as the easy ones.
If no authority exists
If Passport cannot find a valid authority for the requested action, because it was never granted, has expired, or does not cover this specific action, the request never reaches Guardian. It returns to FORGE with a clear reason, and you are informed that the action could not proceed without authority.
If Guardian denies the action
If Guardian decides the action should not proceed, it does not proceed. Guardian records the decision and its reasoning, and returns it to you through FORGE. You see what was declined and why. The record is preserved in VAULT.
If a person must sign off
If Guardian decides the action cannot proceed on automated authority alone, it escalates to the named human approver. The work pauses. Sentinel shows it as waiting. Once the approver decides, the work either resumes or returns to you through FORGE.
If the work stops mid way
If the work is halted partway through, for example because policy changed, or the authority was revoked, or something unexpected occurred, Sentinel records the halt and its reason. The partial outcome and the record return to you through FORGE. Nothing is left unresolved.
What evidence is retained.
For every consequential action, the platform preserves the following. Not a summary, the actual record.
- What you originally asked for, in the words you used
- How the platform interpreted and structured the request
- Who or what was authorised to act, and under what standing authority
- What Guardian decided, and why
- What controls were applied, and whether they were met
- What actually happened, at each step of the work
- What the outcome was, and what was returned to you
- Where the governed data came from, and how it was used
How you receive the final answer.
When the work is finished, the outcome comes back through FORGE, the same system that received your original problem. You receive three things together, always:
The outcome. The answer to the problem you brought, a completed action, a decision, a resolved exception, or a governed piece of AI assisted work. In the form you can use.
The route. The governed path the work took, what was checked, what was decided, what was controlled. You can see not just what happened, but how the platform arrived at it.
The evidence. The durable record preserved in VAULT, available to you, your auditors, your board, or any regulator who needs to see it. This is what makes the outcome defensible, not just delivered.
